Michel Barnier paves way for November Brexit summit

The EU’s chief negotiator said there had been ‘decisive progress’ in the talks.

The EU’s chief Brexit negotiator, Michel Barnier, said the agreement on draft withdrawal treaty represented “decisive progress” — a signal to European Council President Donald Tusk to call a special summit of EU leaders later this month.

Barnier, speaking at a news conference at the European Commission headquarters, said the agreed upon treaty would insure the U.K.’s orderly departure, including a 21-month transition period. He insisted the new plan to prevent a border on the island of Ireland would be beneficial to the economies of Northern Ireland and Ireland.

“We have reached a crucial stage, an important moment in this extraordinary negotiation,” Barnier said.
